Senior Configuration Management & Integrated Logistics Support

Position Overview:
MIKEL is a growing company providing undersea warfare solutions to the Department of Defense and various civilian organizations since the company's inception in 1999. MIKEL is seeking an experienced Senior Configuration Management (CM) and Integrated Logistics Support (ILS) Specialist to support AN/BYG-1 CM functions and tasking with Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) for Code 25. This senior-level role is critical in developing, managing, and improving Configuration Management (CM) processes, Engineering Change Documents (ECDs), and Integrated Logistics Support (ILS) strategies. The ideal candidate will have extensive experience in Navy submarine programs, ensuring compliance with Navy Configuration Management policies while driving operational efficiency and accuracy.

Key Responsibilities:

  • Serve as a senior subject matter expert in Configuration Management (CM) and Integrated Logistics Support (ILS) for AN/BYG-1 submarine systems.
  • Develop, track, and manage Engineering Change Documents (ECDs), including Engineering Change Instructions (ECIs), Temporary Engineering Change Instructions (TECIs), Change Proposals (CPs), and Engineering Change Proposals (ECPs) to support system modifications and upgrades.
  • Lead ILS Certification development within the Navy Data Environment (NDE) and manage risk assessment processes for submarine installations.
  • Create Risk Assessment (RA) messages and generate Monthly RA reports to evaluate and mitigate potential risks.
  • Oversee Allowance Parts Lists (APLs) tracking within the Configuration Data Manager’s Database-Open Architecture (CDMD-OA), ensuring accuracy and resolving discrepancies with Technical Support Agents and CM/ILS personnel.
  • Maintain and refine ECI and TECI templates to standardize CM processes and improve efficiency.
  • Lead status tracking efforts for submarine installations, ensuring timely and accurate ILS Certifications.
  • Act as a primary liaison with Program Sponsors, Naval Sea Logistics Center, NUWC Keyport, and other agencies to develop and approve configuration management documentation.
  • Organize and manage the CM/ILS section of the AN/BYG-1 collaborative environment, ensuring seamless access to critical program documentation.
  • Generate and publish weekly configuration reports, providing stakeholders with real-time updates on project status and progress.
  • Identify process improvements and best practices to enhance CM and ILS operations, ensuring adherence to Navy standards and program goals.

 Required Qualifications:

  • 10+ years of experience in Configuration Management (CM) and Integrated Logistics Support (ILS), with a strong background in Navy submarine programs.
  • Expertise in Engineering Change Management, including ECIs, TECIs, CPs, and ECPs.
  • Strong working knowledge of Navy Data Environment (NDE), CDMD-OA, and ILS Certification processes.
  • Proven ability to analyze, assess, and mitigate risks in submarine installations and system upgrades.
  • Proficiency in tracking and managing APLs, ILS Certifications, and installation documentation.
  • Extensive experience coordinating with government agencies, program sponsors, and technical stakeholders.
  • Strong leadership, organizational, and communication skills, with the ability to oversee and mentor junior CM/ILS specialists.
  • Ability to interpret technical documentation, including Interface Design Documents, System Specifications, and Engineering Change Directives.

 Preferred Qualifications:

  • Experience supporting AN/BYG-1 CM functions and working within currently fielded submarine programs.
  • Background in system testing, verification, and validation within a CM/ILS framework.
  • Familiarity with Navy configuration control processes and lifecycle sustainment planning.

  • Travel may be required for stakeholder coordination, technical reviews, and program support.
